Upgrade Kiali Operator to chart version 1.60.0 and app version v1.60.0

Some problems deploying to Proxmox VE K3s Kubernetes cluster via Helm Chart and Flux V2 reconciliation in a GitOps approach.
Solving these issues by updating the Helm chart values accordingly.
