Update ghcr.io/mend/renovate-ce Docker tag to v14.7.0

No problems upgrading the Docker container with a Docker compose yaml file within Portainer and by means of Portainer DevOps resp. GitOps with dependency update facilitated by Mend's Renovate Bot itself.

This MR contains the following updates:

Web UI: Dependency Dashboard

As part of this release, the Web UI now has a Dependency Dashboard embedded into it.

This allows a separate view into the repository's dependency dashboard outside of your platform, allowing the triggering of creating new or rebasing existing MRs, and makes it possible for repositories with large number of dependencies (such as monorepos) to be able to see all their pending updates, without hitting i.e. GitHub Issue size limits!
